What is the best car for snowy driving but has best MPG for commuting?

I live in Western NY and commute to work every day. I am looking for a newer used car that makes great gas mileage but handles well in the snow and ice. I want something that makes high gas mileage (30 plus mpg). While I will be driving it in the snowy winters, it has to get great gas mileage for the rest of the year.

How come you rarely see people in hybrids commuting?

I see a number of hybrids, while I am at the bus stop, in the morning and just like the big SUVs there is only one person in one car. So the question is are they really good for the environment. I think people who have hybrids know they won’t get the best gas mileage with 3 other people in the car.
